What is needed to go fishing (requirements)?

Me and my bud are gonna go fishing this weekend down in Malibu, on the Malibu Pier. So far all I know is that it does not require a license since it is a public pier, I need fishing pole, and... That's pretty much it. Would ibneed a tackle box I I'm planning on getting bait on thenpier? And if we plan to eat them I'm not sure on the etiquette of killing the fish. Just let them out to suffocate or do we cut their heads off and if we plan to fillet them I'm assuming we aren't allowed to throw the intestines off the pier so what's the etiquette on that. Also eve tho it's public do I need to speak to anyone and notify them that we are their? Thank you!!! :)
