Is she signaling that she likes me again?

There's this girl who for the longest time has spoken ill of me behind my back and is really rude if I approach her about it. She acts really weird and sometimes nervous. Anyways it all happened when I rejected her (I wasn't ready to have a girlfriend). Well now we hardly see each other, and when we do see each other, I ignore her and pretend she isn't there. She used to just gawk at me (stare at me like if someone put pause). But now, she went to a local book store that I usually go to daily (we have mutual friends that we both talk to, and I told my friends I usually go to the book store) and she was dressed to impress lol (hair done, dressed nice etc). Well when I walked in, she saw me and was startled by me(almost jumped back as if I caught her doing something). I looked at her, which really fast she buried her face in a magazine, trying to pretend she didn't just do what she did. I was buying a book and felt her looking at me, and when I glanced a couple of times, she would turn her head back and read her magazine.. Do you think that she was there hoping I would approach her?
